Dallas county has the highest number of exonerations of any county in the country. And why is that?

One of the prisoners who has been released, James Woodard, what is his story?
James Woodard was convicted of murder back in 1981 in Dallas county. He always insisted he was innocent, he was convicted of killing of his girl friend, and witness had place Woodard and his girl friend together on the night of her death. He has been in prison now for 27 years.
